Most of the borders are poorly defined. The location of strategic natural resources in cross-border areas poses additional challenges.

By adopting the AUBP, African leaders have clearly expressed their commitment to maximize the junction and bridge aspects of the African borders and ensure that they are managed in such a manner to contribute to the achievement of two key objectives of the AU, namely the structural prevention of conflicts and the deepening of the ongoing integration processes.

The forum, funded by the AU Commission, through the Peace Strengthening Projects (PSP) initiative, is part of the activities in the mandate of the AU Liaison Office in Sudan, intended to promote peaceful coexistence and reconciliation at the grassroots level of the Sudanese society. The Retreat brings together senior representatives of the AU, the Regional Mechanisms for Conflict Prevention, Management and Resolution, the United Nations, the European Union (EU), the League of Arab States, the International Organization of La Francophonie (OIF), the Organization of the Islamic Cooperation (OIC) and representatives of AU’s bilateral partners. The signing ceremony took place at the AU Headquarters, in Addis Ababa. Mr. El Ghassim Wane, Director of the AU Peace and Security Department, signed the Agreement on behalf of the AU, and Mr. Heinz Habertheuer, Head of the Coordination Office for Development Cooperation in the Austrian Embassy, signed it on behalf of ADA, in the presence of Dr. Gundruf Graf, Austrian Ambassador to Ethiopia.

In this regard, Major General (Rtd) Jean Marie Michel Mokoko, of the Republic of Congo, has been appointed Special Representative in the Central African Republic (CAR) and Head of AFISM-CAR. General Mokoko has a long and rich experience in the field of peace and security. He held the position of Chief of Staff of the Congolese Armed Forces, between 1987 and 1993, and that of Peace and Security Advisor to the President of the Republic of Congo. He also served as the Special Representative of the Chairperson of the AU in Côte d'Ivoire for the period 2006-2007. General Mokoko is a graduate of the Special Military School (ESM) of Saint-Cyr-Quoëtquidan and Staff College in France. Until this appointment, General Mokoko was the AU Deputy High Representative for Mali and the Sahel. The AFISM-CAR Deputy Special Representative will be appointed shortly.
